Build Your Global Capability Center With the BOT Advantage
The constraint on digital transformation is not strategy or budget. It is engineering capacity. McKinsey sizes the AI productivity opportunity at $4.4 trillion. Realizing it requires more engineers who can deploy and operate AI systems, not fewer. The organizations that are winning the transformation race are the ones that solved the talent problem structurally, not by competing for the same shrinking pool of engineers in their home market.
Global Capability Centers as Digital Transformation Enablers
Why AI Creates Demand for More Engineers
The narrative that AI will replace engineers is wrong. McKinsey, MIT, and the World Economic Forum agree: AI transforms work, but the companies that win will be those that hire more engineers and augment them with AI. The challenge isn’t technology but finding enough qualified people to deploy it.
$4.4T
AI productivity growth potential from corporate use cases
McKinsey sizes the long-term AI opportunity at $4.4 trillion in added productivity but realizing it requires more engineers, not fewer. 92% of companies plan to increase AI investments, yet only 1% consider themselves ‘mature’ in deployment.

Of employers globally struggle to fill technical roles
ManpowerGroup’s 2026 survey of 39,000 employers across 41 countries reveals the talent shortage has reached a turning point. AI skills now claim the top spot in demand, the gap between what companies need and what’s available has never been wider.

Global AI talent demand-to-supply ratio
For every qualified AI professional available, there are 3.2 open positions. 94% of technology leaders report shortages in AI-critical roles, with gaps of 40–60% in key positions. By 2028, shortages are expected to ease only marginally.

40%
Of global jobs exposed to AI-driven transformation
The IMF reports nearly 40% of jobs worldwide are exposed to AI-driven change but ‘exposed’ means transformation, not elimination. MIT research confirms AI can currently replace only 11.7% of the labor market. The rest requires human-AI collaboration.

The Strategic Case
How Offshore Development Centers in Vietnam Power Enterprise Digital Transformation Programs
This isn’t about outsourcing. The world’s most innovative companies (Google, Goldman Sachs, JPMorgan, Microsoft) build Global Capability Centers that serve as strategic extensions of their headquarters. They do it not for cost alone, but for talent access, innovation velocity, and competitive advantage.
AI Multiplies Engineers: It Doesn't Replace Them
GitHub CEO Thomas Dohmke put it plainly: 'If you 10x a single developer, then 10 developers can do 100x.' No company has eliminated its engineering backlog with AI. In fact, AI has added more work to backlogs, creating demand for more engineers who can leverage AI tools effectively.
Business Insider 2025
The Talent Gap Is Structural, Not Cyclical
Korn Ferry projects an 85-million-person global talent shortage by 2030, with the US alone facing a 1.2 million engineer shortfall. This isn't a hiring cycle but a demographic and educational pipeline problem that no single market can solve alone.
Korn Ferry Global Talent Crunch
Global Capability Centers Are the New Standard
The world's most innovative companies, from Google to Goldman Sachs, don't 'outsource.' They build Global Capability Centers (GCCs) that serve as strategic extensions of their headquarters. In 2025, GCCs accounted for 38% of office leasing across India's top cities alone.

Vietnam Is the Emerging GCC Destination of Choice
While India pioneered the GCC model, Vietnam is emerging as the next frontier, offering 560,000+ developers, 55,000+ annual STEM graduates, government-backed digital transformation programs, and cost structures 15–30% below India with comparable quality.

FAQs
What is a Build-Operate-Transfer model and how does it differ from outsourcing?
A Build-Operate-Transfer (BOT) model is an offshore engagement structure in which a specialist partner establishes and operates a dedicated engineering center on behalf of the client, then transfers full ownership of the team, infrastructure, and intellectual property to the client at a defined point in the engagement. It differs from traditional outsourcing in three critical ways: the team is dedicated exclusively to the client rather than shared across multiple engagements, the client retains full IP ownership from day one, and there is a contractual path to full operational independence rather than an indefinite vendor dependency. The BOT model is the preferred structure for enterprises that want the speed and expertise of a partner for setup and the long-term control and cultural integration of an in-house team. RedEx manages the BENCHMARK through DELIVER phases of the BOT engagement, and the EVOLVE phase is specifically designed to prepare the client for full operational ownership.
What is a Global Capability Center and why are enterprises building them in Vietnam?
A Global Capability Center (GCC) is a wholly-owned or majority-owned subsidiary of a multinational enterprise, established in a lower-cost market to deliver technology, engineering, and business process functions that were previously performed at headquarters or outsourced to third parties. GCCs are distinguished from outsourcing by ownership: the client controls the team, the IP, the culture, and the operating model. Vietnam has emerged as the primary APAC destination for new GCC establishment because it combines a 560,000-strong developer pool with 55,000 annual STEM graduates, an AI skill adoption rate already at 56.6%, cost structures 15 to 30% below comparable markets, and a government actively incentivising technology company investment through tax exemptions and national digital strategy programs.
How quickly can an offshore development center in Vietnam become operational?
A standard Dedicated Squad engagement using RedEx’s existing Vietnam talent network can place the first engineers within 2 to 4 weeks of engagement design sign-off. A full Build-Operate-Transfer engagement, which involves delivery center setup, governance framework design, and a team of 5 or more engineers, typically becomes fully operational within 4 to 6 months. The variable that most affects timeline is role specialisation: generalist full-stack engineers are available within weeks, while highly specialised roles such as ML engineers with specific framework expertise or enterprise platform architects may require 6 to 8 weeks of sourcing. RedEx’s RECRUIT phase produces a timeline estimate grounded in current market availability for your specific role requirements within 5 business days of the initial discovery call.
Do we need to take ownership of the team at the end of a BOT engagement?
Transfer is optional in a RedEx BOT engagement. Some clients choose to fully integrate the Vietnam team into their organisation, establishing a wholly foreign-owned enterprise or representative office and taking direct employment responsibility for the team. Others prefer RedEx to continue operating the delivery center as a long-term managed service: the team remains dedicated to the client, operates with the client’s culture and processes, but RedEx continues to provide governance, HR, and operational infrastructure. The transfer decision is typically made at the 18 to 24-month mark, when the team is stabilised and the client’s leadership has enough direct visibility into the team’s capability to make an informed decision about the right long-term structure.
What tax incentives are available for technology companies establishing operations in Vietnam?
Vietnam offers a 3-year Corporate Income Tax exemption for qualifying technology companies, launched in May 2025 as part of the government’s National Digital Transformation Programme. This exemption applies to new technology entities meeting defined criteria around Vietnamese employee headcount, technology product revenue, and R&D investment. Beyond the CIT exemption, qualifying technology companies benefit from reduced tax rates in subsequent years, import duty exemptions on technology equipment and materials, and access to government-backed technology parks in Ho Chi Minh City, Hanoi, and Da Nang with subsidised infrastructure and regulatory streamlining. RedEx’s Vietnam market presence and legal network provide guidance on qualification criteria and entity structure as part of every BOT engagement that involves the establishment of a foreign legal entity.
